You must have the Groups, inboxes, and user accounts security privilege to edit user accounts.
Procedure To edit user account security privileges and initial issue states:
1 Select Configuration/User Accounts.
The User Accounts page is displayed.
2 Click the Name link you want to edit. The User Settings dialog opens.
3 Modify the security privileges and initial issue states as explained in “Account Properties”. Click OK to save your changes, or click Cancel to exit without making changes.
